I think it is a case of buyers' remorse. Unhappy voters thought they were sending a message by voting against encumbents, and assumed that therui election antics were just Tea Party pandering. No one thought they would actually enact the infantile policies they campaigned on. Particularly in Florida; principles are well and good, but who gives away six figures of federal money?
